We can't find any source for this item (quests reward, drop, etc). It's highly probable this item is not obtainable right now. It seems that the New Járngreipr is obtainable.

I looted this today after about 10 kills with maximum luck gear equipped. It was only 500 gearscore and an epic. The Deadly Frost perk itself does about half the damage Ice Storm does.

This should be possible to drop as Legendary, but you need to increase your GS Watermark first, at 500 it will drop as an epic until you are high enough and get extremely lucky and trigger that single high GS drop, which is extremely rare as Ivan is a level 60 enemy, having the lowest chance of that happening.
