I tested with the following pieces of gear:
425 medium legs | 137.5 phys/ele armor | 8 con 8 foc
415 medium legs | 133 phys/ele armor | 16 foc | enchanted ward
My stats were empty. I let the kurok rock throwers near Last Light hit me. Their first 2 hits do the same amount of damage and I assume they are considered light attacks. With no enchanted ward, 1471. With enchanted ward, 1373. This is about what you would expect from 3% reduction to attacks. So it seems this works with PVE. If considering this for mutations, you may want to consider the boss's abilities/spells/mechanics, since I don't think it will generally apply to those like the previous pve wards did.
I also tested this with firestaff in a duel. I received 3% less damage exactly. With bow light attack, I received 1.2% less damage with ward pants on. Against the abyss great axe about 1.17% less void damage with ward pants on.
The bow had no extra damage perks. The firestaff had enchanted. Abyss had attunement (probably irrelevant since it does damage with a different counter). None of the gems would have affected the damage.
Not a perfect test but hopefully it provides some data for everyone.

I tested this perk with Scorchvein Gatherer i think he has 4 different attack type, there it is damages with perk an without;
+Heavy without Enchanted Ward 681 gear pant - total physical armor 861.1 - 180 cons
- 1st light damage 1135
- 2nd light damage 709
- heavy damage (kick) 2270
- skill damage (%33 less than 1st light) 851
+Heavy Enchanted Ward 684 gear pant - total physical armor 863.6 - 150 cons
- light damage 1089
- 2nd light damage 680
- heavy damage (kick) 2178
- skill damage (%33 less than light) 817
as you can see if you add 4% to the enchanted ward damage numbers and 2.5 (863.6-861.1=2.5) physical armor you will get without enchanted ward numbers that means its work with pve and it seems to work with skills too xD
