Circle of Dead
Maddie's council proved true, even if she is no longer with us. We came to the Temple Ruins late in the day, although Rolfe was silent for the journey. I have left him to his thoughts, and left the attack at the Dig Site behind us as best I can. There are an unusual number of the dead surrounding the ruins here – some lie on the ground, as if they collapsed where they stood, some still remain standing, blades in hand, as if they were slain in a single, frozen moment. The armor and weapons have markings like that on the Ancient structures on the isle. Are these the ancient colonists - or merely their servants – or soldiers? Every skeleton is intact – no sign of broken bones, merely the flesh eaten down to the white… no insects, no spiders, nothing crawls upon them, and what caused them to remain standing, I do not know. Perhaps it was part of the power that keeps some of us deathless upon the isle? -Grenville
Spent 20 minutes trying to get there and there is actually a way... I cant get inside of this building because I dont have any quests but on the left of entrance there is a different note called "Ghosts". On the left of note on the edge you can jump up to the roof on the rock and then jump off to the place where note is.

You can get this by dueling someone inside and pulling yourself up with the Blunderbuss' Claw Shot

2 months later, still not obtainable.
Still locked behind a quest wall. You can get close enough that Trial of the Heartforge appears as a green quest, but you still can't physically get there, there is no way to jump up to DO it. Maybe soon... The fact that this is now a green quest is encouraging, it's now possible to do those if you're not actually on the quest, except for this one.
Fixed in latest patch. Lies now on the ground on base level, no need to trick to try to jump on the wall or tp to player in rixe.
