With the recent PVP scaling changes to OPR, this would scale to 600GS. I believe it only drops at 510 GS though, so while the damage bonus would be there (additional 15% when stamina is not full) you would lose out on two perks.

Is it unique armor piece with weapon effect of gem?
Looks little OP (unless it's not 600gs+), double damage from <100% stamina bonus.
