Is this an out of season April fools joke ?

I feel like these are a joke? Why would anyone ever craft or use this? The resources required is insane for "increased damage" in a zone I can almost solo end to end as a level 65 w/ 625 gear.... and I can't imagine the "luck" increase is significant enough to justify this?
